Using my psychic powers, I can see that you're trying to build TSVN on a
Win7 machine. And I can see a dim light in the dark telling me that
you're using the zipped tools from the tigris site.
:)

Just get the tools from the new place:
http://code.google.com/p/tortoisesvn/downloads/list
and use those instead. It contains an updated version of the
SBAppLocale.exe tool which also works under Win7.
