File Not Found: Transaction

I did a reintegrate branch merge and ran into a bunch of "commit failed, transaction xxx, file not found" errors. I was able to resolve them by going into each of the affected directories, undoing the adds that the merge had generated, updating the directories, and then doing a commit where I added all of the "unadded" files.

But I'm curious as to what might have caused the problem to occur in the first place.
