We've got exactly the same problem with our installation at the moment. Only computers with a valid domain account can use TortoiseSVN. The other computer with a local account don't get the login windows anymore starting with TSVN 1.6.11 and up (1.6.10 works fine).

Have you any news on this? Were you able to get a statement from VisualSVN or the neon team?
