Ok, I've now downloaded both the win32 and x64 version from two
different mirrors and installed all four versions in clean VMs.
All say 1.6.15 in both the installer UI and the about box after
installation.

I don't know where you get your versions from, but I don't think from
us. Check the signatures on your file:
