Need some help

Hello everyone, I want to write some tool which will record importance files into my logs when tortoisesvn commit source code.
Because part of those source code is importance, I want to write to a log special.
What can I do. and how to to? Can I do this in 1.5 or 1.6 version. Is there any example?
