Okay, I wasn't sure what you were asking.
The link to e.g.
<http://downloads.sourceforge.net/tortoisesvn/TortoiseSVN-1.6.14-en.pdf?download>
points to <http://sourceforge.net/projects/tortoisesvn/files/> and I'm
also unable to find the manuals there (even with JavaScript enabled).
IIRC SourceForge announced some changes to their website recently, but I
deleted that mail ... Might have something to do with it.
