Impossible to launch any commande ERROR message need config: header

Hello,

I have searched but I don't found any message about this :

This afternoon trying normally to launched SVN Update I suddenly receive the message (joined shot) :

\application data\Subversion\config:1:Section header expected

Any Tortoise command on any folder gives the same result.

I try a "repair" without success.

What could happen
