Export changes folder date // Feature request: another patch

Hello,

I have detected a problem with the export feature. This copies all desired files to an export folder. Files are copied correctly, but the date of last change of the copied subfolders is set to actual date. So if I try to find out what has changed since my last export, I get plentiful empty folders. Could that be changed?

Alternatively, I'd like to request a feature that I didn't find yet. I thought "patch" would do this, but it doesn't.
If I know some system is running with revision, maybe, 6000, and I want to update all files to revision 6300, it should be possible to create a "patch" that includes all changes between revisions 6000 and 6300. Until now I try to realise that by exporting as described above.
Please note that the running system is not able to connect to our SVN server, nor should there be any .svn folders on live systems.
