Blame Window Always Empty

I'm trying to use the blame feature, but when the blame window comes
up it's always empty. If I check "Use text viewer to view blames" I
get an error saying the file is in use by another process.

The temp files get created, they just aren't being opened correctly.

Here is my current version info:
Windows 7 Enterprise x64
TortoiseSVN 1.6.12, Build 20536 - 64 Bit , 2010/11/24 20:59:01
Subversion 1.6.15,
apr 1.3.8
apr-utils 1.3.9
neon 0.29.5
OpenSSL 0.9.8p 16 Nov 2010
zlib 1.2.3

I've also tried one of the nightlies from the past 2-3 weeks (I'll can
post which one tomorrow night if needed) with the same result.

I found an archived thread on the mailing list (http://svn.haxx.se/
tsvnusers/archive-2009-04/0985.shtml) that appears to be almost
exactly the problem I'm having (using the external text viewer doesn't
work for me, nor does running blame while process monitor is running).
