I'm not sure why this worked, but I SVN updated the folder (right click in open area of folder listing) and then did a commit. The differences between the local and repository copies were a few of the ignored files. Sounds like an SVN problem.

Modified folder properties could easily cause that behaviour. Diff the
folder from the Check for Modifications dialog, and it should show you
the changed properties.
