Edited icon averlaid even when folder contents are up-to-date

A few folders in my source directory show up as edited (the exclamation mark on a red background) even when all the files in the folder are either up-to-date or else ignored. When I Tortoise->SVN / Check for Modifications al that gets reported is that the folder has been modified. Is this a bug or expected behaviour?
