troubles to commit lot of data in low bandwidth environment

Hi,

I've been using Tortoise for a year or so now in Gambia. The main problem I
run into which is frustrating is when I want to commit a lot of data and the
connection is perhaps intermittent due to the poor infrastructure in the
country. I think though despite that that the SVN is not trying hard enough
to spend time trying to reconnect and continue with a commit.

Are there any settings for how long tortoise should keep retrying a lost
connection. I feel it's too short given the problems I'm having with
frequent disconnections.

Also I'm not clear on if on an intial commit that fails due to the
connection being dropped if the data that was transferred will not be
transferred again simply because the whole commit was not completed. I ask
because I've been trying to transfer a large amount of data all day and it
seems by now it should have completed easily.

Does it simply depend on the server settings rejecting the connection?

In any case I believe improvements could be made. On the most recent
attempt I'm getting the following error although I only have one process
uploading at this stage.

Error: Commit failed (details follow):
Error: Cannot write to the prototype revision file of transaction '159-5v'
because a
Error: previous representation is currently being written by another
process
