Subversion win7 library missing it's New Folder context menu item

In my Subversion library, the New >> Folder item is missing from the context
menu:

In all my other libraries, it is present, for example the Music library:

I'm using this version on win7:

TortoiseSVN 1.6.99, Build 19540 - 64 Bit -dev, 2010/05/14 18:18:25
Subversion 1.6.12, -dev
apr 1.3.8
apr-utils 1.3.9

OpenSSL 1.0.0 29 Mar 2010
zlib 1.2.5

I'm stuck with using that nightly build 19540, because it's the last one
which contains the new "Freeze Externals on Merge" functionality (which I
need) that doesn't also upgrade the WC to the new 1.7 format (which breaks
my other svn tools like ankhSVN).

Can I manually recreate the missing menu item without having to change my
version of TSVN?
