Your problem might well be with the Subversion server or library, rather than specifically TortoiseSVN. To find out, try using a command-line Subversion client (http://subversion.apache.org/packages.html#windows) and the svn import command.

If that shows the same hang, look at the server or ask for help on the Subversion list (http://subversion.apache.org/mailing-lists.html, look for "users" list). If it doesn't, ask again here.
