List changes between two URL's

I need to see what changes were made between two tags, who when , why
and the file changed, I don't need to see the actual change.

Using tortoise to compare URL's I can either see

1. files and versions changed , but not who and why

2. Code changes , but this is too detailed

I want to see a summary of the changes made between two tags or even two
branches , to see a list of files changed, who made the change and
the reason why.
