You don't make it easy for us. That message was not even on this
mailing list but on the users_at_subversion mailing list.

Works for me. TSVN->Settings->General->Edit (subversion configuration
file) opens the config file in my default text editor (Notepad). I can
see a [tunnels] section there, although it is still all commented out
in mine as I don't use svn+ssh. What happens when you click that
button?

BTW on my XP system the file is located at {Application
Data}\Subversion\config (no file extension)
