That's what it says.
And it also says that it's linked against svn 1.6.15.

1.6.12 is the version of TSVN
1.6.15 is the version of the linked svn library.

Just read what's there and don't skip over the important parts.
It's very clear, there's no inconsistency at all. Just read.
