Subversion 1.6.13 and TortoiseSVN 1.6.11 bugs

From: Zhang, John <John.Zhang_at_blackrock.com>

Hi, encountered a couple of bugs:

* After installing Subversion 1.6.13, my WinXP Path environment
variable is replaced by the installation rather than being appended to.
In another word, I have lost my original system Path variable.
* After checking in a file to SVN, modified red icon stayed on
after more than 1 hour.
