Not updated with what functionality? TortoiseSVN has all the
functionality of the official Subversion command line client. If you
are using merge tracking then it will generally do what it says and
track your merges so you can just ask to merge all revisions and it
will decide which ones actually need to be merged. As others have
said, please read the documentation.
