Just for the record, the log messages are not versioned, which means that the
former value is lost _forever_! This is the reason that this editing is
frowned upon, to the point that many people don't allow it via hook scripts.
I don't want to tell you what to do, but make sure you are aware of the
implications.

Try Control-F5, which seems to refresh the cache. At least it takes marginally
longer for me, so I guess there is something more going on.

There is no timestamp, revision properties are not versioned. In order for
TSVN to do what you want, it would have to deactivate any caching, more or
less.
