The alphabetical order does not kick in here, but I assume it is related to MIME-types.

Explorer is using the file associations, where TSVN might use the MIME-types.

If you go to "folder options => file types" and select .PDF, what do you see in the advanced dialog?

Another thing is the difference between the OPEN and the EDIT actions.
