Red circle on root folder of WC

I have a 'sparse' checkout for a WC and all folders and files (other than those on the global ignore list) are green circles. The root of the WC has a red circle.

When I "SVN Commit..." the root folder, the Commit Dialog pops up and the "Changes made" section shows a missing (+) php file. I double-click that line item and the TortoiseMerge window shows a file in the left pane at Working Base, Revision 2 (orange and line-through = deleted) while the right pane shows nothing at Working Copy.

Yet the file in my WC is complete and correct.

I don't understand this situation.
