Probably because it expects the folder to be there in a valid working copy. If you go deleting stuff in the .svn folders you are asking for trouble. My answer would be not "why doesn't svn create this fodler" but "why the heck did you delete it".

I recommend you do a clean checkout and don't delete empty folders in the .svn folders again. ;)
