TortoiseSVN has supported externals for at least 5 years (since I
started using it), I'm sure since it was first released.

svn:externals is a property of a directory, and only comes into play
in working copies, but can apparently be set as well as viewed from
the Repo-Browser. Right-click a directory, select "Show Properties"
and you can view/edit them.
