Only if you use them on separate working copies. (Including off-line
operations, such as svn diff, svn st/Check For Modifications and the
like)
To use two different clients on the same WC, the first two numbers
must be the same. e.g. You can use TortoiseSVN 1.6.11 with subversion
1.6.2 or 1.6.13, but not with any subversion 1.4.x, 1.5.x or 1.7.x.
