what is tsvn.exe ? can it be disabled ?

Seems during a checkout of a large amount of folders and files from a
single Repository my workstation runs very slow as does the checkout.
If I kill the tsvn.exe process the performance improves greatly.

Can the tsvn.exe be disabled ?
