Minor problem when upgrading to 1.6.11

I followed my usual procedure after being notified of an available
update to Tortoise.

1. Download the 32bit msi.
2.Install over the existing version.
3.Select 'No' to reboot later.
4.Make any necessary saves etc. before rebooting.
5.Reboot.

This has always worked fine for me but this time resulted in no
Tortoise options in the context menu. Just performing a Repair Install
followed by 'Yes', for an immediate reboot, fixed the problem.
