Looks like the TortoiseSVN 1.6.11 was 2 days too early since neon 0.29.4
was released on 10/4/2010. (http://www.webdav.org/neon/)

I unfortunately still don't have a build environment setup to test if
this fixes this problem. I'm hoping someone beats me to verify it.

If this is verified, might this change be worth another TortoiseSVN release?
