Windows XP: SVN client no longer integrated in context menu

Since about two releases of the SVN client I observe that the integration into
the Windows Explorer context menu does no longer work, last tested today
with
 
TortoiseSVN-1.6.11.20210-win32-svn-1.6.13.msi

How to reproduce:

1) Install SVN client normally
2) Open Windows Explorer and use right mouse click to activate the context menu

Effects:

No SVN context menu available

Reproducible:

Always
