In Windows 7 the Windows Firewall is on by default. Both Windows
Firewall and your virus scanner can trust applications. Make sure that
TortoiseSVN is trusted. Technically the installer should take care of
this for you, but due to changes in the COM API and DLLs between XP and
Windows 7's version of the Windows Firewall it might be that the
application exception did not get applied correctly.
