Fixed Revisions When Tagging

I saw some -DEV mailing list discussions talking about some options in
the Tag/Branch window which I cannot seem to find. I have a
repository with a couple non-fixed externals in the trunk, but when I
try to tag/branch this repository it does not ask me to fix the
external revisions. Is this an in-development feature aimed at 1.7.0?
