I haven't used any editor to set my properties. I used TortoisSVN all the time and it worked pretty well.
Whenever I had to set some new properties like for our bugtracker I saved the file using TortoisSVN as a template for me.
And loaded it many times later for other repos.

As mentioned before it has been working a long time without any problems, but now I cannot save and load files.
Loading of earlier created svnprops files is still ok, they are binary.
