Sorry, I don't believe that.
Just try it yourself: if you really used the TSVN command to rename
the file, then:
* the commit dialog would show both file, and the file with the old
name as 'deleted' (not 'missing' !) and the new one as 'added+'
* an update would *not* bring the old file back

So you really didn't rename the file with the TSVN or SVN command.
