Error: Can't find a temporary directory: Internal error on Win7 64bit

I've just installed Tortoise VSN on a 64bit Win 7 Ultimate
and when I try to update against a repository that has
been working fine using Windows XP 32 bit. I have the
download an a portable HD and the same update on the XP
runs fine. I get:

Command: Update
Error: Can't find a temporary directory: Internal error
Finished!

My Windows temp directory is there and being used successfully
by other applications. I've done a repair to the install with the
same result, and an uninstall and reinstall again and a clean-up
with the same result. It starts checking the repository and after
6K comes up with this error.

My version info is:
TortoiseSVN 1.6.10, Build 19898 - 64 Bit , 2010/07/16 15:46:08
Subversion 1.6.12,
apr 1.3.8
apr-utils 1.3.9
neon 0.29.3
OpenSSL 0.9.8o 01 Jun 2010
zlib 1.2.3

Windows 7 is fully patched through Windows update.
