Thank you! Now I have resolved it.
It is update for property setting. What I must do is to select
"svn:needs-lock" when using the TortoiseSVN for Version 1.6.5. Now I must
input a "*" in the property value after selecting "svn:needs-lock" when
using the TortoiseSVN for Version 1.6.12。

you need the pre-revprop-change hook on the server to allow property
changes.

Or do you imply that it work with a previous version of TSVN?
In that case I don't know what might be the reason
