As already (partially) stated by spongman [1], the dialog in question can be obtained by:
1. Right clicking a working copy and selecting "TortoiseSVN" -> "Merge...";
2. Choose "Merge a range of revisions";
3. Select a branch and press the upper "Show log" button.

FWIW, I've also recently bumped at this behavior: while selecting a bunch of revisions to merge (about two or three dozens), by clicking in the wrong place the whole items previously selected vanished. That's a bit frustrating while selecting each commit carefully. I've now learned to be very careful when selecting each revision.

Somehow related, I'd also take the opportunity to make a tightly related feature request: after selecting a few revisions and pressing OK, the revisions range is displayed in the "Revisions range to merge" text box. But by copy+pasting a similarly formatted revision list into a fresh dialog and pressing the "Show log" button, the respective commits aren't pre-selected. That would allow a few potentially interesting use-cases:
1. backup a list of commits and restore it afterward in another working copy;
2. pass it on to a co-worker for review and/or as a temporary way to work while something can't be committed;
3. allow specifying this list in the commit message and allow reproducing it's effects.
I'm guessing that it would involve creating a parser for interpreting the list (currently probably only a serializer exists) and visually selecting the respective revision items.
How do people feel about this?
