If textpad is a 32bit application, then it will be a 32bit file save dialog.

Try installing TortSvn 32bit so you have both 32 & 64 installed

I frequently use TextPad and will occasionally want to Commit a change from
the Open dialog so I don't need to browse to the Explorer window where the
file is located. It's a convenient timesaver. I used to do this using
Windows XP and it worked fine.

Now I have moved to Windows 7 and the SVN highlighting on the files is no
longer present, nor are the Tortoise context menus. This is only a problem
in Open and Save dialogs; regular Windows Explorer works fine.

I am using TortoiseSVN version 1.6.10 (64-bit).
