That doesn't fix the OP's problem, though, as that is specific to Windows 7
and Server 2008.

I recommend disabling the Windows Indexing and on-access virus scanning of
the working copy directory(s). If that doesn't fix it please post a proper
first-hand description of what you are seeing, including any error messages,
in a new topic.
