When upgrading to the latest tortoisesvn version, a reproducable error
occurs (my colleague confirmed it): After the upgrade notification
popped up, visiting the website, downloading the new installer and
installing the new version (as in many upgrades before), we restarted
our systems.

After restart the new version seems to be installed, but the windows
explorer extension is gone (no context menus available anymore, and
cannot be found with system tools like autoruns either). Without the
extension, one cannot use tortoisesvn.

A manual uninstall (+restart) and new install of the new version
(+restart) was necessary to get things going, summing up to 3 restarts
(!).
