So the installation is fine.
But something is preventing TortoiseProc from getting started when you
right-click on files. Since it's working for folders, this can only mean
that some other application is interfering here and either block the
process from getting started or blocking the paths from getting passed
to the new process.
Find out which application interferes and remove it or configure it to
not interfere anymore.
