Please try this with the official Subversion command line client (from
subversion.apache.org). If you get the same symptoms then the problem
lies within the Subversion library, not TortoiseSVN. You need to
report this on the Subversion users list.

Virtual memory is managed by the OS, not by TortoiseSVN. You can
change it (on XP) from System Properties->Advanced->Performance
settings.
