Bug Report: Lost icon overlays in updating to 1.6.10 (64-bit)

My system is Windows 7 Pro, 64-bit. I had TSVN 1.6.9 installed, working fine, with folders under SVN control showing the usual set of icons.
Today, I upgraded to TSVN 1.6.10 (TortoiseSVN-1.6.10.19898-x64.win-svn-1.6.12) and rebooted my PC when requested. Following the reboot, when I examined a folder under SVN control, no icon overlays were visible. [I know it was the proper folder because I could see the "hidden" .svn folders]. This persisted over several reboots. I did not try to use the repository or any SVN features, but was successfully able to "repair" this problem as follows:
1) I went to Control Panel and uninstalled TSVN.
2) I rebooted.
3) I (again) installed TSVN 1.6.10.
4) I rebooted.
At this point, when browsing to a folder under Version Control, the familiar overlay icons were present. Furthermore, I confirmed that I could Commit and Update.
I thought I sent this report to you yesterday. However, I found an "incomplete" version of the message in my "Drafts" folder, and no copy in my Sent. I presume it did not get sent - if this is a second copy, I apologize for bugging you unnecessarily.
