If other apps freeze, it's most likely an issue with your virus scanner.
Seems it doesn't like the shell extension dll of TSVN in other apps.

Haven't had any problems with DreamWeaver and TSVN. And haven't heard of
any yet. So I doubt that it's TSVN and/or DreamWeaver that's the problem
here.

What timezone are you in? Those values are so much off from what it
should be that I'm starting to think that your registry is messed up a lot.

The debug symbols are also in the same folder on sourceforge.net as the
installer. You could download those, unzip them in the TSVN bin folder
and then attach VS2008 to the frozen process and break into it.
That should give you a stacktrace which should give you a hint where
it's frozen.
