TSVN display columns and icons not showing up for some users

Hello everyone,
 
We are working on a development server with a select number of users
prior to rolling out TSVN to all programmers. We are running TSVN 1.6.6.
on a Citrix server running Windows Server 2003. Last week I had a
workshop where 5 programmers were added to our server and we encountered
issues with missing icon overlays and missing SVN information in Windows
Explorer, but only for the new users.
 
The situation:

*
        All of the new users can see icon overlays on folders but not on
files managed by SVN
*
        All users can execute TSVN right-click commands successfully,
including Adds, Commits, Updates...
*
        None of the new users get information populated in the Windows
Explorer display columns for fields like SVNShortURL or Revision, etc.
*
        Older users on the system like myself have no problem seeing
icon overlays on all files and information in the Explorer display
columns.

Where should I start looking for a solution?
