Commit of branched externals uses unexpected path

I have 2 folders in the trunk, top and modules:
 trunk
  \top
  \modules

I made a branch of top and I made a branch of modules, separately:
 branches
  \top
    \prv_top
    \prv_modules

Top contains an external folder that points to versions of folders in modules. In the branch of top, prv_top, I changed the externals to point to the branch of modules, prv_modules.

When I have made changes to items below the externals directory of prv_top, the changes appear in the commit dialogue.

If these changes are committed, they update the module in the trunk, not the module in the branch. I expect (and want) them to commit to the branch, since I have set the external path to the branch.

Is the behavior expected, or is it a bug?
