Scan Repository for objects which have some property

Hello!
My final purpose is to update or copy to another branch all the objects which have some Property. For example, any of files or directories in repository may have a property "Priority" which can have different values: 1, 2, 3, 4...
Is it possible and how can I do it using utility svn.exe?
