I ran into the same problem as Daniel.
I'm running TortoiseSVN 1.6.9, Build 19725 - 32 Bit on a WinXP SP3.
I access the repositories with 'file:///' URLs.
My repository has 3 toplevel folders (trunk, tags and branch). For example, when I want to checkout the trunk folder, I use 'file:///D:/Testrepository/trunk'.
Now, when I want to tag a version and I open the 'Branch/tag...' dialog, the 'To URL:' textbox is prefilled with "file:///D:/Testrepository/trunk". When the '...' button is clicked now, the "Browse for folder" dialog is opened.
However, when I change the path to "file:///D:/Testrepository/" the repository browser is opened as expected.
It seems, that TortoiseSVN checks, if there is a repository at "D:/Testrepository/trunk", but it fails, because the repository is stored in "D:/Testrepository".
