Local repo URL handling

Below is a "bug" report, that is actually a misunderstanding on my side
and the apparent lack of handling of native paths for local repos
in TSVN.

Am I missing something? Is there a way to open (checkout from) a local
repository without manually constructing or converting the native path
( X:\foo\bar ) to URL ( file:///X:/foo/bar ) ?

I do not see such function in the Checkout dialog, neither in
repo-browser (where in case you try to use a native path, it gives
a confusing error message:
 - try to use as repo location: C:\data\local_repo
 - it says: 'C:\data' is not a working copy
)

Here is the bogus bug report:

 - in Explorer, right clik an empty space in some folder (like c:\Foo)
 - in context menu select SVN Checkout...

The Checkout dialog appears, with values:
 - URL: https://some.server/I/used/before
 - Checkout directory: C:\Foo\before ("basename" of URL appended...)

Then:
 - change (by pasting) the URL to: C:\data\local_repo

The Checkout directory changes to:

C:\Foo\C:\data\local_repo

Another thing: in the above example with Checkout dialog, if the bad URL
is entered and one clicks the browse button ("...") nothing happens.
Only when OK is clicked, a ballon tip appears for the URL field saying
it is an invalid URL.
