How would you like this to work exactly?
x64 versions of TSVN only use the second link, while x32 versions use
the first one? Then why not just set the ini file accordingly: use one
ini file for the systems where TSVN x64 is installed and one for the x32

On trunk, TSVN doesn't show that dialog anymore but only a linked text
in the commit dialog if an update is available - users got annoyed by
the popup dialog.
