first delete than add the sanme file ,can't update for other co-worker with the same file changed

the file dispear ...
I'm sure , the FAQ can not resolve this problem....

anyone can repeat this bug like these step:
1.env:trunk/test/testsvnbug.txt
2.two work copy:A,B
3.A operate:svn delete testsvnbug.txt;commit;create new file testsvnbug.txt;add some words;svn add ;svn commit;
4.B operate after A:don't update firt;change testsvnbug.txt ;svn update(tell you something conflict);svn resolved;svn cimmit (tell you smething wrong);delete local file svntestbug.txt;svn update(nothing happen!)

is this a Bug???
